CBP Proposes to Establish Global Entry as a Permanent Program

U.S. Customs and Border Protection (CBP) is proposing to establish Global Entry as a permanent voluntary regulatory program. This voluntary program would allow CBP to expedite clearance of pre-approved, low-risk air travelers into the United States. CBP has been operating the Global Entry program as a pilot at several airports since June 6, 2008, and has found the pilot successful. Comments must be received on or before January 19, 2010. Global Entry expedites the customs and security process for trusted air travelers. It allows pre-approved members an alternative to regular passport processing lines. At the kiosk, Global Entry members insert their passport or lawful permanent resident card into a document reader, provide digital fingerprints for comparison with fingerprints on file, answer customs declaration questions on the kiosk’s touch-screen, and then present a transaction receipt to CBP officers before leaving the inspection area.

While CBP anticipates that the permanent Global Entry program will eventually operate at most major international airports in the U.S., it would initially be limited to those airports currently participating in the pilot program, which are as follows:

  • John F. Kennedy International Airport
  • George Bush Intercontinental Airport
  • Washington Dulles International Airport
  • Los Angeles International Airport
  • Hartsfield-Jackson Atlanta International Airport
  • Chicago O’Hare International Airport
  • Miami International Airport.

CBP announced in August that it would expand the Global Entry pilot to the following airports:

  • Newark Liberty International Airport
  • San Francisco International Airport
  • Orlando International Airport
  • Detroit Metropolitan Wayne County Airport
  • Dallas Fort Worth International Airport
  • Honolulu International Airport
  • Boston-Logan International Airport
  • Las Vegas-McCarran International Airport
  • Sanford-Orlando International Airport
  • Seattle-Tacoma International Airport
  • Philadelphia International Airport
  • San Juan-Luis Munos Marin International Airport (Puerto Rico)
  • Ft. Lauderdale Hollywood International Airport
